Allison,
I am in the midst of filing for a domestic partrnership visa for here in BE. I am of US citizenship and my boyfriend is a Belgian National.I just went through obtaining all of the "official " paperwork. Apostilles and all.The paperwork is being filed this week in New York ( it has to be filled in the country of my citezenship.)
In the States the Apostille is a certifications document from the Secratary of State of the State the document is from...something that is recognized by international bodies. I could not obtain it either, on any document more than 6 months old so I had to obtain a new birth certificate and had to have an affidavit of "celebacy" to state I am not married to anyone apostilled in the state I am a resident of.
Yes, it is all a hassel and a cryptic process. I wish you well with it all and suggest you find a friend at the Belgian Consulate in Canada to help you out with the process, if you can it might make it less cryptic.
